4/502 Urban Program Evaluation

Course Objectives
This Course will examine program planning and evaluation as elements in the policy process. In addition to measuring public performance, private and nonprofit sector evaluation problems will also be discussed.

Because communication skills are critical to good planning and evaluation, the course will emphasize fine-tuning oral and written communication skills.

Required Readings
The textbook, available at the bookstores, is Improving Government Performance, Joseph Wholey and Katherine Newcomer, 1988.

In addition, journal articles, case studies, etc.… will be photocopied and provided throughout the quarter. A small fee may be charged each student at the end of the course for these copies.

Course Assignments
All students will complete the required readings and submit each of the assignments:

Grading
All assignments will be weighted and a final grade determined on a 100% scale:

A 90 - 100%
B 80 - 89%
C 70 - 79%
D 60 - 69%
