Put yourself in the position of City Manager Bob Rafter. Write a memo to Mayor Barcliff detailing your Recommendations for handling the situation. (If she is going to take your advice, you will have to convince her that you have correctly analyzed the situation and that your recommendations fit the situation and are practical.)
