If you do not have access to Microsoft Project, at least for shorter projects it is quite possible to do the analysis by drawing the chart on a piece of paper and doing the analysis using a calculator (or even a spreadsheet).  If a project gets very large or very complicated, it becomes increasingly difficult to keep all the pieces coordinated.  Instructions for doing a PERT analysis with just a paper and pencil are available here.
